Vistoria & Kowloon Suggested resumption of Military Establishments by Colonial Government.

I am directed to forward the attached copy of a letter from the Colonial Office, covering copy of a

despatch from the Governor, with the original plan referred to in the latter, and to requeat that you will discuss the matter with the Governor and submit your recommendation in due course.

2. In this connection the following points should be borne in mind :-

(a) The size and disposition of the future garrison of

Hong Kong cannot yet be indicated - it is, therefore, impossible to settle the whole matter on the spot as suggested by the Colonial Office.

(b) In cases where it would be possible to agree to

removal of existing buildings subject to reprovision elsewhere by the Colonial authorities, the latter should be informed that reprovision implies rebuilding

on an up-to-date basis, and your report should include provisional estimates calculated on this basis.

The plan should be returned with your report.
